Post-Graduation Work Permit (PGWP) Eligibility in 2026: What International Students in Canada Need to Know

If you're an international student studying in Canada, the Post-Graduation Work Permit (PGWP) can be your bridge from the classroom to the Canadian workforce. But the rules changed significantly in late 2024 and mid-2025, and many students are unsure whether they still qualify.

This guide walks you through the current eligibility requirements, timing rules, and what you need to prepare before you apply.

 What Is a PGWP?

A Post-Graduation Work Permit is an open work permit that lets international graduates work for almost any employer in Canada after completing their studies. Unlike employer-specific work permits, a PGWP gives you the flexibility to change jobs, work part-time or full-time, and gain the Canadian work experience that can strengthen your permanent residence applications through Express Entry or other programs.

The duration of a PGWP depends on how long your study program was:

Programs shorter than 2 years: You may receive a work permit up to the length of your program.

Programs 2 years or longer: You're typically eligible for a 3-year PGWP.

Master's programs (8 months or longer): You qualify for a 3-year PGWP.

Multiple eligible programs: If you completed more than one eligible program (each at least 8 months long), IRCC may combine them to determine your PGWP length.

Your passport validity also limits the maximum duration. If your passport expires in 2 years, your PGWP won't exceed 2 years even if your program length would otherwise qualify you for 3.

 Current Eligibility Requirements

To qualify for a PGWP, you must meet all of the following criteria:

 1. Study at an Eligible Institution

Your program must be at a Designated Learning Institution (DLI) that is on IRCC's PGWP-eligible list. Not all DLIs qualify. You can check the official DLI list to confirm your school's status.

 2. Program Length

Your program must be at least 8 months (or 900 hours) long. Programs shorter than this do not qualify for a PGWP.

 3. Full-Time Student Status

You must have maintained full-time student status during each academic session of your program. There are limited exceptions, such as authorized leaves of absence or reduced course loads due to documented circumstances, but these are assessed case by case.

 4. Complete Your Program

You must have completed all program requirements and received written confirmation (such as a final transcript or an official letter) from your institution that you've finished. You don't need to wait for your diploma or convocation ceremony, but you do need proof of completion.

 5. Apply Within 180 Days

This is critical: you must submit your PGWP application within 180 days of completing your program. The clock starts when you receive written confirmation that you've met all requirements, not when you attend your graduation ceremony.

If your study permit expires before you apply for the PGWP, you may need to restore your status first, which requires an additional fee and a separate application.

Recent Changes: November 2024 and June 2025 Updates

Language Proficiency Requirement (November 1, 2024)

As of November 1, 2024, most new PGWP applicants must provide proof of language proficiency in English or French. The minimum level depends on your field of study:

University graduates (bachelor's, master's, doctoral): Canadian Language Benchmark (CLB) 7 in all four abilities (reading, writing, listening, speaking).

College and other program graduates: CLB 5 in all four abilities.

Accepted language tests include IELTS General Training, CELPIP General, TEF Canada, and TCF Canada. Your test results must be less than 2 years old when you apply.

Who is exempt? If you applied for your study permit before November 1, 2024, you are generally exempt from the language requirement. You also may be exempt if your program was in French or if you completed secondary school in Canada.

Field of Study Requirement (June 25, 2025)

As of June 25, 2025, PGWP eligibility is tied to specific fields of study classified under the Classification of Instructional Programs (CIP) codes. IRCC added 119 eligible fields and removed 178 fields from the list.

What this means for you:

If you applied for your study permit on or after June 25, 2025, your program's CIP code must be on the current eligible list.

If you applied for your study permit before June 25, 2025, you remain eligible for a PGWP as long as your field of study was on the eligible list at the time you applied, even if it has since been removed.

This transition rule protects students who made decisions based on the rules in effect when they applied. You can find your program's CIP code on your acceptance letter or by contacting your institution's international student office.

Eligible fields generally align with occupations in demand in Canada, including STEM (science, technology, engineering, math), healthcare, skilled trades, and certain business and service sectors.

 How to Apply

 Step 1: Gather Your Documents

Before you start your application, collect the following:

Proof of completion: Official transcript or letter from your institution confirming you've met all program requirements.

Final transcript or report card showing your grades.

Passport: Must be valid for the duration of the PGWP you're requesting.

Language test results (if required): Less than 2 years old, meeting the CLB level for your program.

Proof of field of study (if required): Documentation showing your program's CIP code.

Digital photo: Meeting IRCC specifications.

Payment: $255 for the PGWP plus $85 for biometrics (if you haven't given biometrics in the last 10 years). You must pay both the open work permit holder fee and the work permit processing fee.

 Step 2: Apply Online

Most PGWP applications are submitted through the IRCC online portal. You'll need to create an account, complete the application forms, upload your documents, and pay the fees.

 Step 3: Maintain Your Status

If your study permit is still valid when you apply, you can remain in Canada under maintained status (formerly implied status) while IRCC processes your application. During this time, you may be eligible to work full-time off-campus if you've already completed your program and meet certain conditions.

If your study permit has expired or will expire soon, you may need to apply to restore your status as a student before applying for the PGWP, or apply for a visitor record to remain in Canada legally while your PGWP is processed.

 Step 4: Wait for Processing

Processing times vary. Check the IRCC processing times page for current estimates. You can work in Canada once your PGWP is approved, not while it's pending (unless you meet specific conditions under maintained status).

 Common Mistakes to Avoid

Missing the 180-day deadline. This is the most common reason students lose PGWP eligibility. Mark your completion date and count forward 180 days.

Applying before you've actually completed your program. You need written confirmation that you've met all requirements, not just that you've finished your last exam.

Not checking your DLI's PGWP eligibility. Some private career colleges or specific programs don't qualify.

Forgetting the language test. If you're subject to the November 2024 rules, your application will be refused without approved test results.

Letting your study permit expire. If it expires before you apply for the PGWP, you'll need to restore your status first, which costs more and takes longer.

Not verifying your CIP code. If you applied for your study permit on or after June 25, 2025, your field of study must be eligible. Check your acceptance letter or contact your school.

What Happens After You Get Your PGWP?

Once approved, your PGWP allows you to work for almost any employer in Canada. This work experience can help you qualify for permanent residence through:

Canadian Experience Class (CEC): Part of the Express Entry system, requiring at least 1 year of skilled work experience in Canada.

Provincial Nominee Programs (PNPs): Many provinces have streams for international graduates with Canadian work experience.

Other federal programs: Such as the Federal Skilled Worker Program or Federal Skilled Trades Program.

Your PGWP is a valuable opportunity to build your Canadian career and strengthen your immigration profile. Use it wisely.

Need Help With Your PGWP Application?

The PGWP rules are detailed, and mistakes can be costly. If you're unsure whether you qualify, need help gathering documents, or want to understand your options after graduation, consider speaking with a regulated immigration consultant or lawyer.

Titanium Law Professional Corporation assists international students and graduates in Brampton and across Ontario with study permits, PGWP applications, and pathways to permanent residence.

After Graduation in Canada: A PGWP Checklist for Technology Professionals

For software engineers, data scientists, and tech professionals graduating from Canadian institutions, the post-graduation work permit (PGWP) is a critical bridge to permanent residence. Before you upload anything to the IRCC portal, verify these five items.

 1. The 180-day clock starts when you complete your studies

You have 180 days after you complete your study program to apply for a PGWP. "Complete" means your school has confirmed you finished — normally your final marks or an official letter of completion, not the date of your convocation ceremony. If you wait past 180 days, you generally lose this one-time permit entirely. Mark the date your institution confirms completion, and count forward.

 2. Language results are now mandatory for most applicants

If you apply on or after November 1, 2024, you must include proof of English or French ability with your PGWP application:

CLB 7 (all four abilities) if you graduated from a university degree program (bachelor's, master's, doctoral).

CLB 5 if you graduated from any other eligible program (college diploma, certificate, etc.).

Accepted tests and score conversions are listed on IRCC's language results page. Order your test early — booking and results take weeks.

You are exempt from the language requirement if you submitted your study permit application before November 1, 2024. Check the submission date on your original application, not your permit's issue date.

 3. College graduates: confirm your field of study qualifies

University degree graduates are not subject to a field-of-study restriction. Graduates of college-level programs must confirm their program appears on IRCC's eligible field-of-study list (grouped by CIP code) for PGWPs, with narrow exceptions for those whose study permit applications were submitted before November 1, 2024. Verify your program's CIP code against the current IRCC list before you pay any fees — a diploma from a designated learning institution does not by itself guarantee PGWP eligibility.

 4. Know how long your permit should last

Current duration rules:

Program of 2 years or longer: PGWP valid up to 3 years.

Program of 8 months to under 2 years: PGWP valid up to the length of your program.

Master's degree graduates: up to a 3-year PGWP even if the program was shorter than 2 years.

One catch many graduates miss: the PGWP cannot be issued past your passport expiry date. If your passport expires in 14 months, that caps your permit. Renew your passport before applying if it will expire soon.

 5. Apply before your study permit expires

Your study permit stops being valid 90 days after you complete your studies, whichever comes first (permit expiry or that 90-day mark). Submit your PGWP application before your study permit expires — if you do, and you met the conditions to work off campus, you can generally work full time while your application is processed. If your permit has already expired, different restoration rules apply, and the clock matters even more.

 The short version

Confirm completion date → 180-day window.

Book a language test if you applied for your study permit on/after Nov 1, 2024 (CLB 7 degrees / CLB 5 college).

College grads: check the field-of-study list by CIP code.

Expect 3 years (2+ yr program or any master's), otherwise up to program length; watch passport expiry.

Apply before the study permit expires; full-time work is generally allowed while processing if eligible.

A developer's sprint calendar may not stop when a work permit is nearing expiry. Before assuming work can continue, distinguish three dates: when the current permit expires, when IRCC receives an extension application, and when IRCC decides it.

 Submit before the permit expires

IRCC says it must receive an application to extend or change a work permit before the current permit expires to maintain status. Applying early also leaves time to address missing documents or employer paperwork. Keep the submission confirmation, a copy of the application and the current permit. A draft sitting in an online account is not a submitted application.

If the application was submitted on time and the permit expires during processing, IRCC says the worker can generally remain in Canada and continue working under the conditions of the original permit until a decision. The particular application and status matter, so check the official criteria rather than assuming every pending immigration application authorizes work.

Match the work to the permit conditions

For an employer-specific permit, maintained work authorization normally means the same employer, job and work location. A software engineer moving from one startup to another should not treat a pending extension as permission to begin the new role. IRCC has a separate process for some workers changing employers; its requirements should be reviewed before starting.

An open work permit holder can usually change employers and jobs while maintaining the original permit's conditions, subject to any conditions printed on it. HR and the worker should compare the permit, the extension application and the proposed role instead of relying on a generic policy.

 Plan travel carefully

The ability to remain and work in Canada while an extension is pending does not automatically continue in the same way after travel. IRCC says a worker on maintained status who leaves Canada may lose the ability to work on return until the extension is approved. Entry itself and work authorization are separate questions. Before booking a conference or visiting family, review IRCC's travel guidance, valid travel documents and the possible effect on the right to work.

 Keep a simple evidence file

Save the current permit, the application receipt, any IRCC work-permit extension letter, employer correspondence and a dated timeline. IRCC explains that the extension letter can help demonstrate continued authorization, and an employer may request evidence. Do not treat a letter's printed date as a substitute for checking the current IRCC guidance and application status.

Practical check: If the permit is expiring, document the filing deadline now. If the role, employer or location is changing, review that change separately. If travel is planned, ask how it affects the ability to resume work before leaving.

Does Remote Tech Work Count as Canadian Experience for Express Entry?

A software developer can work from a kitchen table in Toronto, collaborate with a team in another time zone, and still have an important immigration question: does that period count as Canadian work experience under the Canadian Experience Class (CEC)? The answer depends on more than the location of the laptop.

Start with where you worked and who employed you

IRCC's current CEC guidance says remote work must have been performed while physically in Canada and for a Canadian employer. A Canadian address by itself does not settle the question if the employer is abroad. Equally, working for a Canadian company while physically outside Canada does not satisfy this remote-work rule for CEC Canadian experience.

For example, a developer who worked from Brampton for a Canadian employer should review the other CEC conditions. A developer who worked from Brampton as an independent contractor for an overseas client should not assume the same result. These are illustrations, not eligibility decisions.

Check the rest of the CEC conditions

The experience must be paid, authorized work under temporary resident status in a TEER 0, 1, 2 or 3 occupation. IRCC also asks that the worker performed the NOC lead statement and most of its main duties. The minimum is one year or 1,560 hours in the three years before applying; IRCC counts no more than 30 hours per week toward that total. Experience can come from more than one qualifying job or NOC.

Do not assume that a technology job title alone proves the correct NOC. Compare the actual duties with IRCC's NOC guidance. Full-time student work, including co-op terms, generally cannot be counted for CEC. Self-employed work generally cannot be counted either; IRCC describes a narrow temporary exception for certain physicians, not a general exception for tech contractors.

Keep a clear record of the work arrangement

For each period you hope to claim, make a timeline of your physical work location, employer, authorization to work, job duties, pay and weekly hours. Save employment agreements, pay records and other genuine documents that explain the arrangement. A remote-work policy or employer letter may help explain where you actually performed the work, but no single document guarantees acceptance.

If a role changed from employee to contractor, or you spent part of a project outside Canada, separate the periods before estimating your CEC experience. A careful review early on can prevent a mistaken work-history claim later.

Read IRCC's current Canadian Experience Class criteria and Express Entry score guidance.
Express Entry Document Expiry: A Checklist for Technology Professionals

An Express Entry profile can remain in the pool while the documents behind it approach their expiry dates. That is easy to miss when work deadlines and immigration planning happen at once. A document calendar can prevent an avoidable problem when an invitation arrives.

 Check language-test dates twice

IRCC says approved language-test results must be less than two years old both when you complete your Express Entry profile and when you submit your permanent-residence application. A result valid when you entered the pool may be too old by the time you apply. IRCC says an application submitted with expired language results will be refused. Record the test date and set a reminder before it expires.

 Check your educational credential assessment

If you rely on foreign education for Federal Skilled Worker eligibility or education points, check the date of your immigration-purpose Educational Credential Assessment (ECA). IRCC says it must be less than five years old when you complete your profile and submit your application. An ECA is not needed for a Canadian credential.

Review the profile after a change

IRCC advises candidates to keep their Express Entry profile accurate when circumstances change. A new language result, employment change or other material change can affect eligibility or score. Keep a dated record and check the relevant IRCC instructions before editing an active profile.

 Make the calendar usable

For each document, record the issue or test date, the IRCC validity rule, and a reminder well before the deadline. If an invitation arrives near an expiry date, review document validity at the submission date before proceeding.

Official sources: IRCC language tests, IRCC ECAs, IRCC profile guidance.

Express Entry for Technology Professionals: A Profile Is Not an Invitation

Creating an Express Entry profile is an important step for a skilled worker, but it is not a permanent-residence application or a promise of an invitation. IRCC first checks whether the profile is eligible for one of the programs it manages. Eligible candidates enter the pool and receive a Comprehensive Ranking System (CRS) score. Only candidates invited in a round can submit an application for permanent residence.

This distinction matters for developers and other technology professionals planning a job move, permit renewal or family decision around a hoped-for invitation. Build a timeline around the status and documents you actually have, rather than an assumed future draw.

Five checks before and after submitting a profile

Confirm the program and occupation facts. Compare your work history with the current requirements for the Canadian Experience Class, Federal Skilled Worker Program or Federal Skilled Trades Program. A technology job title by itself does not establish eligibility or category selection. Describe real duties and dates accurately.

Prepare the supporting records. Keep language-test results, education records and any required credential assessment, work-history evidence and other program-specific documents organized. Do not upload private records to a public forum or use invented employment letters.

Record expiry dates. IRCC says a profile can become ineligible if, for example, a language test or educational credential assessment expires, qualifying work experience falls outside the applicable window, or required funds are no longer sufficient. Set reminders and review the current IRCC instructions before updating a profile.

Update material changes. IRCC tells candidates to update their profile for changes such as a new career, gaining or losing a job offer, a new language test, marriage or divorce, or a new child. Check the facts behind a claimed CRS score rather than assuming an old estimate still applies.

Separate immigration stages from work authorization. Being in the pool does not extend a work permit or authorize work. Review your permit's expiry and any extension or change application under the separate temporary-resident rules. If IRCC sends an invitation, check the program, documents and deadline shown in the current instructions before applying.

IRCC can also invite eligible candidates through category-based rounds. A category has its own criteria; being a developer, or working for a technology company, is not by itself a guarantee of a category invitation. Current categories and round instructions can change, so verify them directly with IRCC.

Official sources checked 27 October 2026: IRCC Express Entry overview; create a profile and enter the pool; category-based selection.

A Private Evidence Checklist for Tech Workers Sponsoring a Common-Law Partner in Canada

A remote developer can move cities, work from a partner's home and keep most records in cloud services. That can make a Canadian common-law sponsorship file harder to reconstruct later. IRCC's current rule requires at least 12 consecutive months of living together in a conjugal relationship; short temporary absences may be compatible, but long separations need careful assessment.

Treat the timeline as a data-integrity problem

Before collecting files, write a simple chronology of addresses, move dates and temporary travel. Then check that leases, household bills, government letters and the forms agree. Never edit metadata, backdate records or create evidence that did not exist. If a bill is in one partner's name, record the real reason and use other genuine documents where available.

 Build a private evidence index

A useful folder structure is one folder per quarter, with an index listing document date, address, owner and why it is relevant. Keep original copies and a version used for submission. Avoid uploading complete bank statements, identity scans or passwords to public repositories or AI chat tools. Limit access to the people preparing the application and follow the current IRCC checklist for the documents actually required.

Do not confuse the PR file with work authorization

An application or acknowledgement of receipt does not itself authorize work. Separate open-work-permit rules may apply to eligible sponsored partners living in Canada. Check the current rule and existing status before any employment decision. The application should also declare required family members, including non-accompanying children.

Official IRCC sources (checked 26 October 2026): who you can sponsor, complete application guide, and open work permits for sponsored partners in Canada.

A Pre-Start Work Permit Checklist for Canadian Tech Teams

A Canadian technology team can approve a start date in its HR system long before it has checked whether a new hire may legally work under that specific permit. The distinction between an open and an employer-specific work permit is a useful first branch in an onboarding checklist, but the printed conditions still control.

A permit type is not a complete authorization model

IRCC says an open work permit usually permits work for most eligible employers, subject to restrictions. Eligibility for an open permit is limited to particular situations; an applicant cannot assume one is available because a job offer exists. A permit can restrict the occupation or location.

An employer-specific permit can list the employer, occupation and location under Additional Information, with further Conditions and Remarks. A new company, changed duties or work location can require a new permit or changed conditions. A similar job title in two HR systems does not settle the question.

Build a pre-start review, not an automated yes/no rule

A useful checklist for a developer, recruiter or HR operations team is:

Capture the expiry date and the actual employer, occupation, location and restrictions printed on the permit. Protect this personal information with limited access.

Compare those terms with the proposed role, reporting location and expected work arrangement, including hybrid or remote work.

Ask the responsible immigration professional whether a new employer-specific permit or another route is needed. Do not derive eligibility solely from the document label.

If a new application is required, record whether IRCC has issued a separate work-authorization email under its interim process. An application receipt alone is not that authorization.

Keep an expiry reminder separate from a job-change workflow. Maintained status generally preserves work under the same existing conditions when its requirements are met; it does not automatically authorize a different employer.

If the previous employer-specific job has ended, IRCC says the worker must stop working until a new permit is approved or IRCC sends a work-authorization email under the applicable process. This is why an onboarding system should allow a “pending authorization” state rather than forcing a start date.

Canadian Work Permit Expiry: A Checklist for Developers and Tech Workers

For a developer or technology professional working in Canada, a project handoff, release cycle or job change can coincide with a work-permit expiry. Keep the immigration timeline separate from your sprint calendar: your employer's preferred start date does not determine whether you may work.

Check the permission you have today

Read the conditions on your current permit, including its expiry date and any employer, job or location restrictions. Save a copy alongside your IRCC application receipt. If you hold an employer-specific permit, do not assume that a new role or employer is covered.

 Apply before expiry when eligible

IRCC says that if it receives an application to extend or change a work permit before the current permit expires, temporary resident status may be maintained while the application is processed. A worker who applies to extend a work permit may be authorized to keep working under the same conditions while waiting, if the applicable requirements are met and the person stays in Canada. Applying for a visitor record or study permit has different work consequences.

 If the permit already expired

IRCC says a person who has lost status must stop working. An eligible worker may be able to apply to restore status and obtain a new work permit within 90 days. Restoration is not guaranteed, and normally work cannot continue while IRCC decides the application. Do not treat a submitted restoration application as work authorization.

 A practical record set

Keep the permit, passport, submission receipt, application copy, employer and work-location details, and any IRCC letters together. Note any separate date by which you must leave Canada. If a job change, remote-work arrangement or travel is involved, get advice on the specific facts before acting.

Official IRCC guidance: Extend or change a work permit · When a work permit expires · Restore status and get a work permit.

Refugee claim evidence for technology professionals in Canada: an organized records checklist

Technology professionals may already use incident timelines, access logs and structured documentation at work. A refugee claim is different, but the habit of preserving original records and explaining context can help a claimant and counsel review the file accurately.

This article provides general information, not legal advice. Refugee claims are fact-specific. Do not expose confidential claim records in public repositories, issue trackers, shared drives or AI tools.

Start with the Basis of Claim form

The Immigration and Refugee Board of Canada (IRB) may consider the Basis of Claim (BOC) form, testimony and other evidence. Review the form against your records. If information changes or an error must be corrected, use the IRB amendment procedure.

 Build a private timeline

Create a private working timeline of important events, locations, dates, people and documents. Mark uncertainty instead of guessing. Keep it in an access-controlled location and avoid syncing sensitive identity or medical material to workplace systems.

 Preserve source and context

Evidence may include identity and travel documents, institutional records, messages, photographs, witness statements and country-condition material. Preserve originals where possible. A screenshot without the surrounding conversation, date or sender information may lose useful context.

 Organize the package

Current IRB instructions say to put documents in the intended order, number pages continuously, provide a document list with page numbers and descriptions, and add a cover page with the required case information. Keep a complete copy and have originals and copies for the hearing.

 Use human translation

The IRB says documents must be translated by a human translator. It does not accept document translations produced by software, artificial intelligence or services such as Google Translate.

 Protect the deadline

The IRB states that evidence sent less than 10 calendar days before a hearing is late and requires an application for late disclosure. Acceptance is not automatic. Rely on the date in the current notice and applicable instructions.

Work permit planning for software developers relocating to Canada

Software developers often plan a move around a job offer, a start date, and a remote-work setup. Immigration status should be checked alongside that plan because a job offer alone does not establish permission to work in Canada.

Separate the role from the authorization

Start by identifying the proposed employer, duties, work location, start date, and whether the role is intended to be performed physically in Canada. Then check which work-permit route may apply and whether an LMIA or an exemption is relevant. The current requirements are on IRCC’s work-permit pages.

 Make a versioned document checklist

Keep the offer, employment agreement, passport, education or experience records, application forms, employer documents, and IRCC correspondence in a dated folder. A short README can record the document version, who supplied it, and what question it answers. Avoid posting personal identifiers, application numbers, or passport scans in public issues or forums.

Plan for changes before starting work

If the developer changes employers, duties, or work location, review the permit conditions before accepting a new start date. Employer-specific and open work permits create different constraints. A submitted application is not automatically permission to begin work under new conditions; follow the current IRCC instructions and wait for any required authorization.

Keep technical and immigration records separate

Use a private, access-controlled folder for immigration records. Keep source code, client data, and confidential employment material in the employer’s approved systems. This separation reduces the chance that a public portfolio, repository issue, or support ticket exposes sensitive information.

This is general information for technology professionals, not legal advice. Requirements can change and depend on the facts. Review the current IRCC guidance and obtain advice for your circumstances.
