ICANN
ICANN is a global organization that is responsible for running the Domain Name Service root name servers and is also responsible for the assignment of IPv4 and IPv6 addresses.
Under ICANN, IANA is the central authority responsible for mapping IP addresses to domain names.
ICANN also controls the creation of TLDs, the management of which ICANN typically delegates to outside organizations.
ICANN is responsible for verifying e-mail addresses when domain contacts change, which can be a problem as documented in https://levels.io/icann-mafia/.
